I used PSE version 8 to verify the following
Loading .jpg or .tif photos into PSE Camera Raw
Startup PSE in Edit mode MENU ITEM File > Open As... KEYBOARD SHORTCUT PC Alt + Control + o (Letter o) Mac Option + Control + o
You'll get a requester that looks like this

First choose in the "Open As" drop-down selector Camera Raw [*tif, etc... ] as shown above.
Then choose or select or open the photo
You should get the following It's a capture of a Dual Screen setup The Camera Raw Screen is on the right the laptop screen is on the left
Move mouse over the image to see full sized screens

PSE 8 and PS CS4 Camera Raw Differences
PSE 8 does NOT have
- a Spot healing/cloning brush
- the dodge/burn brush
- A Gradient tool.
- The Save As button on the bottom left does NOT allow batch file conversion
- the Work Flow selector (Middle Bottom) only allows switching from 8 bit to 16 bit.
- There are only 3 image processing panels on the right side
- Basic, Detail and Camera Calibration
